Concise definition of the term collateralized borrowing and lending obligation

CBLOs are interest-bearing, collateralized money market instruments developed by the Clearing Corporation of India (CCIL) and the Reserve Bank of India (RBI). Issued with maturities ranging from 1 day to 1 year, they are used by institutions that are restricted from using the interbank call money market.
